Police object to Bromyard pub holding temporary event

Herefordshire Council’s regulatory sub-committee has issued a counter notice against an application by the Hop Pole pub in Bromyard for a Temporary Event Notice to allow for opening between 10:30 and 02:00 from Thursday, October 27 to Sunday, October 30.
This means the pub can only open on the hours as stated on its premise licence.
The TEN was applied for to hold a private function for hotel residents and invited non-resident guests but no further details were given on the application form.
Mr Stevens, landlord at the Hope Pole, told members of the sub-committee that the event was a Halloween Ball.
West Mercia Police objected to the TEN being granted and this meant the application had to go to the regulatory sub-committee on Tuesday, October 4, for determination.
Jim Mooney, police licensing officer, told the sub-committee that to allow this event to take place would impact on public safety with the potential of disorder occurring.
In a letter to the sub-committee, Mr Mooney said: “The premises have been subject to a wide range of complaints of nuisance and disorder in or near its location. These complaints also include issues of non-compliance of the premises licence through the provision of alcohol and the undertaking of regulated entertainment after licensed hours.”
Mr Mooney added that since September 2010, 17 reports have been made to West Mercia Police regarding the pub and crime and disorder, the majority taking place late at night and at weekends.
Mr Stevens told the sub-committee that the hotel was available for exclusive hire at weekends and this was largely when the noise occurred and added that he had a TEN for an event for the last weekend in September and this passed off without incident.
A right to appeal to the Magistrates Court exists under Schedule 5 Section (16(6) of the Licensing Act but must be made five days before the event takes place.
